Hubbard County Jail Addition, Renovation & Government Center Renovation

Hubbard County’s mission is to provide high-quality, cost-effective public services. Driven by our county’s Capital improvement plan, our county’s strategic plan, and our physical facility needs, there are three projects included as part of the overall planthe expansion of Hubbard County Jail, renovations to the Hubbard County Law Enforcement Center, and renovations to the Hubbard County Government Center.

Across each project, these improvements will provide increased safety and security for our staff, inmates, and community, provide adequate space to meet our physical facility and space needs, and best position Hubbard County to meet our future, long-term needs. The information below outlines the scope of work for each facility. 

Expansion of Hubbard County Jail:

  • Renovate the existing jail housing unit pods to provide additional separation and increased flexibility in bed use.
  • Renovate spaces to create new sub-dayrooms and janitor closets in the existing housing units. Sub-dayrooms are typically used for a variety of programming, such as education, orientation, and more.
  • Create new mezzanine railing systems in the housing units.
  • Add appropriate fixtures, controls, and safety measures to the existing jail housing unit pods.

Renovations to the Hubbard County Law Enforcement Center (LEC):

  • Increase the existing intake space to provide greater flexibility and meet our current operational needs.
  • Extend the existing vehicle sallyport to approximately 14,000 square feet on the existing LEC's west side to provide improved emergency vehicle access. This additional space will provide adequate housing for all emergency vehicles and aid in appropriate response times.
  • Create additional space on the east side of the existing LEC to provide a new lobby and secured vestibule, space for administrative offices and recordkeeping, officer workstations, and a dispatch area. Relocating dispatch operations to the administrative offices will improve working conditions and help to attract and retain staff for this vital function.
  • Renovate existing space to provide an improved training room, staff offices, and more.

Renovations to the Hubbard County Government Center:

  • Renovate the first floor to provide space to accommodate the Hubbard County Attorney’s Office and Auditor’s Office and renovate the second-floor office areas to promote greater collaboration and staff efficiency to meet our community’s needs.   

 

Construction for the jail expansion and LEC renovations will take place across three phases, with substantial completion in summer/fall 2027. Construction for the government center remodel will take place across two phases, with substantial completion in July 2025.

How the County Reached This Point

Capital improvement plans help elected officials consider future needs when setting annual operating budgets and provide a comprehensive process for considering existing building conditions and infrastructure and a process to meet future physical facility needs. Guided by our strategic plan and our county’s capital improvement plan (CIP), which was in development over 12 months starting in January 2022, one of our plan’s goals is to maintain a strong infrastructure to protect taxpayer investment. The CIP was first reviewed by the General Government Committee and presented to the full board at a work session in April 2023.
 
A space needs analysis of all county facilities was completed in 2021 by ICS, a facility planning and construction firm in Park Rapids. Key facility issues identified in that assessment included: 
  • Renovate or add space to accommodate the County Attorney’s Office. 

  • Relocate the Auditor/Treasurer to be co-located with staff on the first floor. 

  • Expand the jail to accommodate holding, booking, and storage needs. 

The scope of the proposed jail renovation was reviewed with the board in May 2023, and a public hearing was held in May 2023. Our County Board of Commissioners, County Administrator, and additional key staff members have worked to bring this project forward for our community. 

In fall 2023, BKV Group was hired to provide architectural and MEP engineering services, Bolton and Menk, Inc. was hired to provide civil engineering services, and EEA Engineers was hired to provide security electronics for the project. In early 2024, the county published a Request for Proposal (RFP) to hire a project team to provide construction management services for these project efforts, for which ICS was selected. Collectively, this team will oversee, design, and construct the new facility. Since rounding out the project team, the county has worked through an extensive design process to ensure these facilities best meet our county’s long-term needs. Our project team has worked through the following project phases: Schematic Design, Design Development, Construction Documents, Bidding/Procurement, and Construction Administration.

The Cost and Funding of the Project

The county is committed to spending public taxpayer dollars wisely, and decisions such as making various improvements to our jail, law enforcement center, and government center were made with careful and intentional consideration.

The total project cost for all three facilities is estimated to be approximately $12.2 million, including all construction costs, permitting costs, site services, general conditions, furniture, professional services fees, and approximately $500,000 in contingency funds.

The financing is being coordinated with the retirement of a previous bond, which minimizes the impact to the existing county levy.

The county’s debt service is approximately 5% of the total county levy, which amounts to approximately $15 per year for each $100,000 of value for the average homeowner.

The project has been publicly bid and is within budget. The County Board approved construction contracts on January 21, 2025.
